Partnership Associate/ Foreign Affairs

Pope International | Integrated Development Solutions is seeking a motivated, proactive, creative, career and customer-oriented Partnership Associate/Foreign Affairs with interest in Foreign Affairs’ markets, offices, and stakeholders.   • Identify, qualify, and support the capture of new business for the company. This includes ownership of the new business pipeline and account/opportunity-specific customer engagement plans. Maintain a partnership pipeline of qualified business opportunities by constantly identifying and qualifying new opportunities.
  • Support introductory and ongoing briefing(s) with various Bureau, Office, Mission and implementing partner leadership and management teams.

Acquisition & Assistance Specialist for USAID

Pope International | Integrated Development Solutions is seeking resumes for upcoming Acquisition & Assistance (A&A) Specialist positions to support USAID worldwide.

Primary Work Location: Remote

Security Clearance Requirements:  Facility Access or Secret Clearance (or at least the ability to get a clearance).

Key Responsibilities & Essential Functions

  • Ensure completion of all business activities and preparation of all required documentation to support the award, administration and closeout of contracts, grants, cooperative agreements, interagency agreements, awards to public international organizations, and all amendments/modifications thereto.
  • Ensure the package of documents is complete for the review and approval of the USAID Contracting/Agreement Officer.
  • Provide subject matter expert level review of requests for obligation in USAID’s Global A&A System (GLAAS) for accuracy prior to proceeding with the procurement process.
  • Develop A&A solicitations and post them on the Government Points of Entry at www.beta.sam.gov (acquisition) or www.Grants.gov (assistance).
  • Advise clients’ technical/selection committees on technical evaluation and merit review and budget issues. Participate in pre-award reviews and assessments, draft documents, and analyses (including cost analysis of proposals/applications), post-award orientation conferences, and provide guidance.
  • Perform necessary research and preparation for all documentation associated with the execution of new awards and the termination of existing awards.
  • Submit periodic reports on the status of applicants and of required documentation.
  • Work independently, with very little guidance or supervision.
  • Provide procurement assistance, advice, and guidance to junior contracting/grant staff; and advanced A&A guidance to federal agencies and USAID.

Education

Experience

  • A minimum of ten years of progressively responsible experience in acquisition and assistance, development assistance, or a position that requires closely related skills, such as program management, law, or financial management, is required. At least one year of this experience must have been gained working in a position equivalent to not less than the next lower level of FSN responsibility in this or an occupation that requires similar skills, within a USG organization, the Host Government, the private sector, or within an international or donor organization. Note: Additional experience will NOT be substituted for Education.
  • Knowledge of USAID’s A&A regulatory framework, including the AIDAR, APS, AAPDs, OMB Circulars, FAM/FAH, and 22 CFR Chapter II. Demonstrated knowledge of the Federal Acquisition Regulation.

Grants Specialist

Pope International | Integrated Development Solutions is seeking Grant Specialists to support USAID’s Bureau for Humanitarian Assistance (BHA). BHA leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards. The vast majority of grants and cooperative agreements are non-competitive in order to meet the need for rapid humanitarian assistance to global disasters and emergencies.

The Grant Specialist will support BHA’s application/proposal review and award making processes. The Grant Specialist is responsible for conducting thorough reviews and cost analyses of project budgets submitted by potential BHA partners. The Grant Specialist will also negotiate and prepare all pertinent documentation for new grants and cooperative agreements to non-governmental organizations (NGO), interagency agreements, awards to public international organizations (PIO), and all amendments/ modifications thereto, and supporting documentation such as memoranda of negotiations. The incumbent will prepare award files and obtain approval of the client’s Agreement Officer for grants and will be responsible for entering appropriate grants information into client’s assistance planning and financial systems and for maintaining and reconciling database containing grant award information, status and ownership.

***Ability to obtain and maintain a US Government issued Secret clearance for the duration of your employment. Key Responsibilities & Essential Functions

  • Review application submissions from U.S. and non-U.S. non-government organizations (NGO) to ensure all application documents are complete, accurate, and comply with BHA’s Application Guidelines and USAID requirements.
  • Conduct detailed cost analysis of cost proposals/budget to determine reasonableness, allowability and allocability of proposed cost elements.
  • Review partner audits to assess risk and determine organizational capacity to manage federal funds and implement programmatic activities.
  • Evaluate partner requests for waivers, exceptions, and deviations to applicable federal requirements and collaborate with BHA program staff to ensure such documentation is prepared and approved.
  • Prepare and draft agreement documentation (grant schedule, negotiation memorandum, Agreement Officer Representative (AOR) delegation letters, etc.) for NGOs, PIOs, and other government agencies using standard templates and USAID systems.
  • Negotiate with BHA partners on cost estimates in budgets and the agreement terms and conditions.
  • Help facilitate BHA’s Annual Program Statement (APS) and Request for Application (RFA) processes: Participate in planning meetings, draft selection committee documents, post Notice of Funding Opportunity (NOFO) on grants.gov; monitor and review application submissions and concept papers and provide technical advice to the selection committee on federal rules and regulations.
  • Provide technical assistance to and respond to inquiries from BHA AORs and program staff related to federal award making, federal regulations, and award terms and conditions.
  • Review documentation and provide recommendations on award-related issues, provide guidance and support on processing necessary approvals and modifications and assist in formulating the necessary documentation and obtaining necessary clearances to process recommendations/actions with BHA Activity Managers, AORs, and/or Agreement Officers.
  • Review and process post-award approvals for the Agreement Officer including, but not limited to, procurement of capital equipment and supplies, sub-award approvals, procurement of restricted goods and commodities, and disposition of equipment and supplies.

  • Perform ad-hoc operational functions and tasks for the Grants Unit that could include, but are not limited to, reviewing and drafting internal guidance documents, coordinating pre-award letters, and tracking country specific waivers and special award conditions.

Experience

  • Ability to interpret and apply federal regulations, procedures, and policies to individual assistance agreements.
  • Strong written and verbal communication and presentation skills to express ideas verbally and in writing, document procedures, and professionally represent the organization to internal and external parties.

Human Resources Advisor for USAID

Pope International | Integrated Development Solutions is seeking Human Resources (HR) Advisors in support of USAID missions worldwide. The Advisors are responsible for managing a variety of personnel functions related to Cooperating Country National (CCN)/Personal Services Contractor (PSC), U.S. Personal Service Contractor (USPSC) and U.S. Direct Hire (USDH) employment with USAID. The incumbents serve as the principal advisor to the Executive Officer (EXO) and Mission management on all human resource policy matters. The incumbents manage the position classification and recruitment of all CCNPSC and USPSC positions; transfer of incoming and outgoing USDH and USPSC personnel; check-in/departure procedures; preparation and budgeting of contracts and personnel actions; workforce planning; and performance management. The HR Advisors will be asked to mentor new HR staff. The HR Advisors report to the EXO or his/her designee.
