Charles "Chuck" Pope, Founder & CEO

Charles S. “Chuck” Pope is the founder of two companies in the government contracting space. He serves as Chief Executive Officer of Pope International LLC (PI), which partners to win and successfully implement US government programs. Chuck also serves as the Chairman of the Board of Pope Universal Company (PUC), an innovative Partnership Capital Enterprise led by its own, dedicated CEO.

In April of 2022, he retired from USAID as a presidentially commissioned Foreign Service Officer and senior Contracting and Agreement officer after a more than 20-year distinguished federal career with postings to Russia, Afghanistan, Tanzania and India leading overseas acquisition and assistance efforts. Prior to retiring, he held a number of senior leadership positions at the Agency: Senior Regional Advisor for the Middle East, Chief of Operations in the Global Health Bureau and Deputy Assistant Administrator in the same bureau leading policy, programs, planning, innovation and systems.  

He started his career overseas in Russia as a Peace Corps volunteer attached to Moscow City Administration (Zelenograd Prefecture) working on NGO development. Afterwards, he went to work for IREX in Central Asia on the State Department’s Internet Access and Training Program. IREX would later promote Chuck to Regional Director of the Caucasus overseeing all its State Department and USAID programs in the region.

Peace Corps subsequently hired him as Administrative Officer to restart the program in Uzbekistan, which had been closed following 9/11. The program would grow to become one of the largest Peace Corps posts, with Chuck also serving a stint as Country Director.

After his tour, the Peace Corps put Chuck in charge of training new Administrative Officers for overseas assignments. During this time, he also served the Agency as the Financial and Administrative Officer of the Hurricane Katrina Relief efforts, the historic deployment of the Peace Corps domestically.

Prior to public service, Chuck grew up on his family’s farm in Kansas and was an accomplished athlete, winning collegiate national championships as both a player and a coach, and garnering all-American accolades at the junior college level before going on to start at Baylor University as center on the football team. He trades his time between Old Town Alexandria, Virginia, and his place outside Colonial Beach, which is near his family’s ancestral home of Popes Creek, Virginia, aka George Washington’s birthplace.

Monica Sarmiento-Martinez, COS

Monica joined our team in 2023. She supports our CEO, Chuck Pope, in aligning our organization’s goals and objectives with our mission and vision. She also serves as a liaison between our CEO and partners. As an experienced Project Manager, Monica is assigned special projects that align with our strategic initiatives. She also supports Pope International’s internal operations and administrative functions to ensure efficiency and alignment with organizational goals.

We are delighted to have Monica on our team. Monica’s proficiency and passion for working with diverse stakeholders, including small businesses and Indigenous People organizations, have proven invaluable in managing relationships and achieving win-win outcomes.

In 2020, Monica became a social entrepreneur, partnering with organizations that share her values and mission. Since then, she has worked with diverse small businesses, non-profits, government agencies, and Indigenous People Organizations, supporting business development, professional development, capacity building, process efficiency, compliance, and risk management. Monica has also led the design and implementation of solutions in Agriculture, Education, and Gender, among other sectors, by working with Subject Matter Experts and collaborating with beneficiaries and other stakeholders.

Monica brings over 25 years of experience managing organizations and complex global projects, improving process efficiency for large multinational companies in the Telecom and IT industry. She has designed, planned, and executed solutions that have brought multimillion-dollar savings to organizations while improving efficiency. She is adaptable and has collaborated with a diverse range of subjects and stakeholders, which helped her achieve mutually beneficial outcomes. Monica holds a bachelor’s in business administration, Six Sigma Green Belt, PMP (Project Management Professional), and CSM (Certified Scrum Master) certifications. She is fluent in both English and Spanish.

Keith Dotts, CSO

Keith Dotts joined Pope International in 2024 as our Chief Strategy Officer. Bringing a wealth of experience from his role as Founder and CEO of Dotts Group, where he led the firm’s transformation into a leading service provider to the U.S. government and commercial clients. Keith has successfully executed both organic and inorganic growth strategies, elevating the company from a small consultancy to a prominent firm with numerous teaming partners. 

Prior to this, Keith held various leadership roles with PAE throughout Africa, supporting the U.S. Department of State in peacekeeping and capacity-building operations, the Department of Defense in conflict mitigation, the United Nations, UNHCR, WFP, and various non-governmental organizations. His career began with over 25 years in the U.S. Army, where he excelled in leadership and command positions. 

A graduate of Widener University, Keith also holds multiple master’s degrees in strategic leadership and military studies from Mountain State University and the U.S. Command & General Staff College. Beyond his professional achievements, he is a dedicated board advisor for several small businesses and actively supports national charitable causes focused on veterans, citizen services, health, human services, and the environment.

Douglas W. Kerr, CPO

Douglas W. Kerr joined our team in 2024 as our Chief Partnership Officer. He is an accomplished business development executive with extensive experience in international development, strategic initiatives, and organizational growth. As the Chief Partnerships Officer at Pope International (PI), Douglas is responsible for outreach and presenting PI’s capabilities to the broader stakeholder community.

Prior to joining PI, Douglas served as Vice President of Business Development at the International Fertilizer Development Center (IFDC) in Washington D.C., where he was responsible for developing and executing the center’s business development plan to secure long-term sustainable revenue, supporting IFDC’s Strategy 2020-2030 objectives. Douglas worked closely with the Global Management Team and country teams to identify new opportunities, expand the global footprint, and maintain relationships with current and potential donors.

In July 2021, he opened the IFDC Washington D.C. office, representing IFDC at stakeholder events and engaging with senior U.S. government counterparts and partner organizations.

Prior to IFDC, Douglas held senior leadership roles at Dimagi Inc., ECODIT, and the National Cooperative Business Association CLUSA International (NCBA CLUSA), where he consistently drove significant business development successes.

Douglas’ earlier roles include leading business development at the Volunteers for Economic Growth Alliance (VEGA), where he programmed $98 million in USAID funding, and at URC-CHS, where he integrated BD and communications teams to secure over $100 million in new contracts. He also significantly contributed to the growth of Social Impact, overseeing a BD process that won over 110 new contracts valued at over $100 million. Douglas has a strong academic background with a PhD (ABD) in Political Science from the University of Alberta, an MA in Political Science from Acadia University, and a BA with honors in Economics and Political Science from the University of Warwick.
Douglas is a recognized leader in business development, with a proven track record of securing substantial funding, building strategic partnerships, and driving organizational growth. His expertise spans across international development, public health, economic growth, and education sectors, making him a versatile and highly effective executive.

Robert Bonardi, CFO

We are thrilled to announce that Robert Bonardi has joined Pope International as Chief Financial Officer! 

Robert brings over 25 years of expertise in financial management, cost and pricing strategies, and government contracting. His exceptional ability to craft compliant and competitive NICRA (Negotiated Indirect Cost Rate Agreement) strategies and optimize proposal cost structures has been instrumental in securing major funding awards.

Previously, as Director of Cost & Pricing at TetraTech/Management Systems International, Robert developed winning proposal strategies for U.S. Government agencies and international donors, with a bid volume exceeding $2 billion during his tenure.

His dedication to financial excellence and his multilingual proficiency in English, Spanish, and French make him a dynamic leader ready to drive impactful solutions. We’re excited about the wealth of experience Robert brings to enhance our business growth and expand the capacity of our partners to deliver value-driven results.
